its not bugged . i found it. its maybe the 3th or 4th floor in a little corner. and you need to get really close before you see it

I got an issue where the conversation doesn`t start from the beginning so i can`t come any further what can i do?

yes, same, in second tower vines cannot be destroyed
On this quest currently, can not get through vines.
as for december 14th it is bugged. you cant open the bushes.
1- as soon as you enter the tower, on your right there are tree roots you can clear to click on an orb.
2- run all the way up ignore enemies.
3- talk to Morgaine.
4- second tower, after going up the first stairs, you will find another bush you can clear and behind it is the orb.
5- pick up the shield after third set of stairs (again behind bush).
6- run all the way up.
Took me about 2 days to finish this damn Quest. lOl. Kept glitching the shield for me to where I couldn't see it. SMH.
U must go Down in the turret
The same thing happened to me, but I found it on the first floor, then the mission itself shows you the following.
