yes it's bugged i just witnessed it today , had 1 bag with the perk, gain 19 exp on a small craft, remove it , gain 17 exp , readd the bag ->19 xp , add 2 other bag with the perk +14% , the craft keep giving 19 exp :C

Its bugged. the perk dont stack with other bags. i have 2 700 GS bags and just 1 perk are active.
