Same for me. "Starting NPC" is where it is supposed to be, but the only speaking choice is "leave". "Ending NPC" same name, different location. Is nowhere to be found. Not at the point above. It is at the same location as a riding quest. I'll try to complete the riding quest to see if that allows the NPC to appear.

NPC dissappeared WTF

shes still at the same spot even though it says the quest is done. AAA game btw

After Hotfix update on 2023-10-07 this NPC has disappeared for me.
