perks have different labels so you can have both of them ( refreshing 4/4 Highly Refreshing 1/1 )
16% form x4 refreshing + 8% Highly Refreshing = 24% total

Does Highly Refreshing perk count for the 4 max stacks of refreshing you can have or not?
Meaning: Can you have 3 "normal" Refreshing stacks plus the Highly Refreshing?
Or can you have 4 normal refreshing stacks PLUS that whooping extra 8% from Highly Refreshing?
