Su ordine del portavoce dei venti, scrivo per informare la compagnia della Rosa di ferro che la guardia cittadina scorterà il tributo a Medea. So this one is locked behind the instance fight and cant be accessed after the fact (i.e. if the fight has already been done) which is unfortunate. It does seem that they were good about making doubles of the ones that were locked away due to quest so I'm surprised to not see two red dots on the map.
