Just got this from a Thunderking Tiger, not the boss, got maybe 20k Thick hide from them before the drop. Very little luck was used. just minor luck trophies and 1 luck bag.

Got 1 from Ivan the Inevitable in Skysong Crypt in Ebonscale Reach. But I have killed the guy 50 times and first time I ever saw this drop. Running various kinds of luck over last 1-2 months.
When it dropped, I was PVP flagged and had about 7.6% luck. One 2.5% from Winter Event hatchet. 2.5% and 2.6% on bags.
Game version 1.3.1? last patched Feb 2, 2022-ish.

Also got it from adjorjan in eden grove after 2h of farm (30% luck + 2 minor luck trophies + pvp on ). BUT realized that all good weapon, that are crafter with Empowered Counterbalance, are bind on PICKUP. So u must have 200 in weaponsmithing. RIP my dreams
